Built for Cainta's Unique Flood Reality

Cainta, Rizal sits at the confluence of the Marikina River basin — making it one of the most flood-vulnerable municipalities in Luzon. Every typhoon season, thousands of residents are displaced.

OneCaintaLigtas was built to give the LGU and its residents a unified platform: a real-time command center for responders, and a simple mobile-first app for citizens to report, stay informed, and call for help.

The platform is a white-labeled deployment of the ProjectLIGTAS framework, fully customized for Cainta — with the municipality's branding, barangay data, river gauges, and evacuation center inventory baked in.

  • Cainta sits in a flood-prone basin where Marikina River overflow regularly displaces thousands of residents during typhoon season.
  • The LGU lacked a centralized, real-time platform for residents to report flooding and access evacuation information.
  • Responders had no unified view — flood reports, SOS requests, and ambulance dispatches were handled through separate, disconnected channels.
  • Low public awareness of flood preparedness protocols led to delayed and disorganized evacuations during emergencies.
  • Deployed a white-labeled ProjectLIGTAS instance with Cainta-specific data — river gauges, barangay boundaries, and evacuation centers pre-loaded.
  • Integrated a real-time Command Center Map showing active SOS requests, flood reports, and responder positions on a live map.
  • Built a community flood reporting system — citizens submit geotagged depth reports from mobile, instantly visible to the LGU dashboard.
  • Added an integrated Emergency Call Center with GPS-linked voice/video calls directly to MDRRMO dispatchers.
  • LGU now has a 24/7 real-time view of flood conditions, active SOS requests, and responder status from a single dashboard.
  • Community flood reports are geocoded and surfaced to responders within seconds of submission.
  • Evacuation center occupancy and status updated in real time during disaster events — 34 centers tracked.
  • Ambulance dispatch, rescue coordination, and field reports all flow through one unified incident board.
